The City of Harare has reportedly lost more than US$325 000 to senior employees based at Rowan Martin Building.
Grey Hana (35) and Dumisani Washington Mgogishi (39) are both employed by the City of Harare as senior accountant and clerical officer respectively.
Hana and Mgogishi were not formally charged when they appeared before Harare magistrate Mr Tendai Mahwe who remanded them to April 22 for bail application.
Prosecutor Mr Tungamirai Chakurira alleges that the pair's duties included preparation of bank reconciliation statements, journalising bank charges and RTGS costs.
Sometime between January 2012 and January 2013, Hana and Mgogishi connived with City of Harare clients to defraud the city.
It is alleged they made 67 journal transactions where they misrepresented that payments were made by various clients who made bank transfers into City of Harare's bank accounts.
They misrepresented they were rate payments when in actual fact no payment was made, the court heard.
Such information was captured to mislead the council that clients on the 67 journals had paid their rates, it is alleged.
Mr Chakurira told the court the offence came to light when the internal audit department reviewed transactions held in the treasurer's department computer system.
