Zimbabwe Electoral Commission releases voter educators selection criteria

The Zimbabwe Electoral Commission (ZEC) has released guidelines that define the criteria the body will use in accrediting local civic society organisations willing to participate in the voter education for this year's harmonised elections.
In a statement, ZEC Chief Elections Officer, Lovemore Sekeramayi advised that in terms of section 40C of the Electoral Act, the persons that qualify for the participation in the voter education must be members of a local organisation which must be registered as a private voluntary organisation in terms of the Private Voluntary Organisations Act [Chapter 17:05] or is established under a Notarial Deed of Trust that is registered in the Deeds Office in terms of the Deeds Registries Act [Chapter 20:05].
Mr Sekeramayi added that where the local organisation comprises as its members a number of different local organisations, the network should not apply for permission to assist with voter education in its name, saying each individual member organisation may apply.
He also said the organisation must agree to use material that is supplied by ZEC or produced by the organisations and approved by the electoral body.
The organisations must also have adequate funds for carrying out voter education and organisations that will use foreign funding sourced for the exercise must channel the funding through ZEC.
Mr Sekeramayi noted that organisations which are or whose members of the executive or management have been convicted of any electoral offence or of any offence and were sentenced to a term of imprisonment without the option of a fine are disqualified.
All organisations approved for participation in the voter education exercise are also required to declare that they conform to the mentioned criteria.
