Justice and Legal Affairs Minister, Patrick Chinamasa says out of the 69 000 personnel who were supposed to vote in the special vote held last week, only 29 000 managed to cast their ballot.
Addressing journalists in Harare, Chinamasa said 40 000 of the uniformed forces, however could not vote due to a variety of issues, among them; delays due to court challenges by MDC formations, breakdowns at the printing press and an oversight by the GPA negotiators of the cumbersome nature of how a special vote is conducted.
Meanwhile, Chinamasa leaves Harare for Addis Ababa, Ethiopia this afternoon to attend the Peace and Security Council meeting tomorrow (Friday) on Zimbabwe's preparedness in holding harmonised elections.
The meeting which is supposed to be held by permanent representatives of respective countries, has now been elevated to ministerial level.
