'MDC-T victory certain,' says Biti

The MDC-T will definitely win the 31 July harmonised elections despite desperate attempts by Zanu-PF to panel beat and rig the elections, the MDC-T secretary general, Tendai Biti has said.
Biti made the declaration today at the media daily elections press briefing at Harvest House, the MDC-T headquarters this morning.
He said tin pot dictators in Africa are no longer relevant in today's democracy and they will not subvert the people's will for change and real transformation.
"Zanu-PF has a problem of how they want to panel beat the results. As the MDC-T we are not going to accept that illegality. The world has moved and tin pot dictators will no longer be able to subvert the will of the people," said Biti.
He raised serious concerns on how the Zimbabwe Electoral Commission (ZEC) was running an illegal election by not availing the voters' roll to the political parties one day before the elections are held and the reduction of polling stations in urban areas.
In Harare in the 2008 elections, 920 polling stations were established but this year they have been brought down to 875 while a secretive voter registration is taking place in places such as Manresa in Harare East.
"We have raised concerns with ZEC over their credibility of conducting credible elections on 31 July and we are not getting firm answers that will comfort the people of Zimbabwe. We are not inspired by their capacity to deliver a clean election," said Biti.
Turning to issue of violence which is cropping up especially in the rural areas, Biti said in the last four days, the MDC-T had recorded 40 incidences that took place in the countryside.
Turning to the threats by Zanu-PF's presidential candidate Robert Mugabe that Tsvangirai should not announce the elections results, Biti said there was nothing illegal in announcing the results as the MDC-T will be simply repeating what ZEC would have pasted outside the polling stations.
"We are going to announce the results as we will be repeating what ZEC has done. It is not an offence we are definitely going to do that," he said.
"However, despite all this the Red Machine is winning this election by a wide margin," said Biti.
Meanwhile, Deputy Minister Morgen Komichi, the MDC-T deputy national chairperson and Tsvangirai's chief election agent will appear in court at the Harare Magistrates' Court at 12pm.
