Morgen Komichi, the chief elections officer in Morgan Tsvangirai's MDC, has been denied bail.
Magistrate Anita Tshuma says there are no changed circumstances warranting his release.
Komichi was arrested on July 28, three days ahead of Zimbabwe's elections after he handed over a ballot paper that had allegedly been left in a dustbin at the Harare International Conference Centre where votes were counted after last month's special vote for police officers.
Komichi said the stray ballot pointed to electoral fraud, but state prosecutors claim that Komichi himself committed fraud by opening a pack of ballot papers.
