Zanu-PF gets tough on factionalism and tribalism

Zanu-PF has resolved to institute harsh penalties against members who fan factionalism and tribalism in the party and to set up a professionally-run elections directorate to ensure transparent and credible internal polls.

The revolutionary party has also undertaken to actively push for the implementation of key deliverables in the Zimbabwe Agenda for Sustainable Socio-Economic Transformation (Zim Asset) economic blueprint, including food security and social services.

The resolutions were passed at the 14th Zanu-PF Annual National People's Conference, which adopted the plan that seeks to grow the economy by 7, 3 percent over the next five years.

The gathering, whose guiding theme was, "Zim Asset: Growing the economy for empowerment and employment" – derived the resolutions fromthematic areas that include the state of the party, food security and nutrition, social services and poverty eradication, infrastructure and utilities, value addition and beneficiation, sports, culture, religion and the liberation war heritage, women's affairs and youth affairs.

A section of the 28-page resolutions reads, "Aware of the continuation of illegal sanctions imposed against Zimbabweans by Western imperialist countries whose machinations include seeking to divide the party under the damaging cover of factionalism as the latest face of their regime-change tactics;
"Driven by the revolutionary imperative to foster and enhance ideological cohesion and the unity of purpose as the vanguard bedrock of the Party; recognising that Zanu-PF belongs to the people and, as such, puts the people first. . .

"Now therefore, Conference resolved to set up a stand-alone, professional, credible and well-resourced Party Elections Directorate to conduct all internal elections so as to ensure transparency and credibility of the process in order to deepen and widen the Party's long-established democratic culture and practice;
"That the Party maintains the spirit of unity and puts in place deterrent penalties for perpetrators of factionalism, tribalism and similar vices that seek the selfish advancement of individual and group interests at the expense of Party cohesion."

Conference resolved to instruct Government to prioritise food relief to vulnerable groups affected by drought. It recognised food security as a pre-requisite of Zimbabwe's socio-economic transformation.

In addition, conference undertook to expedite the provision of residential land countrywide and to ensure the rehabilitation of basic infrastructure. Improving the health delivery system was also noted as a priority area while conference commended Government for adopting a party decision that no civil servant should be paid a salary below the Poverty Datum Line (PDL).

Zanu-PF also resolved that the Mines and Minerals Act should be amended to make it more responsive to the indigenisation, empowerment and employment creation agenda.

This essentially entails decriminalising panners and formalising their operations.
