Minister of State for Presidential Affairs in the President's Office Didymus Mutasa is ill. This  disclosed   by justice Minister Emmerson Mnangagwa and  when mutasa failed to show up for question time at the national assembly on Wednesday .

Justice Minister Emmerson Mnangagwa confirmed Mutasa's illness when MDC-T legislator Innocent Gonese wanted to know why the Zanu PF secretary for administration failed to turn up to answer questions.

"I want to thank the Hon member for expressing that concern.  It is a legitimate concern, however, no one governs one's health," Mnangagwa said.

"The Hon. Minister of State for Presidential Affairs is indisposed and the need to answer questions here is a matter upmost in his mind when he becomes well.  For now, I would wish that the hon. member sympathises with a colleague who is indisposed."

Gonese wanted Mutasa to outline the annual budget of the Presidential Scholarship Fund and whether it was not prudent to use the fund to upgrade the infrastructure of local Universities in order to arrest the capital outflow.

Mutasa was also expected to explain why the fund is administered outside the ministry of Education and also state the beneficiaries by province since its inception.

"This question has been on standing for quite some time.  My question is, does the responsible Minister know that we have a question time on Wednesdays.  This is one of the questions which has been standing for quite some time without receiving any response," Gonese said.
