Home Affairs minister Kembo Mohadi has revealed that the registry office has decentralised its operations and parents can obtain birth certificates for their children from hospitals and clinics, Radio dialogue reported.
Mohadi told parliamentarians during the national assembly question time mobile registration units were not only created for last year's elections but were hampered by financial constraints.
"..Currently, birth certificates are being issued at clinics and hospitals so that when a child is born, he/she is issued with a birth certificate. We have our officers resident at hospitals and clinics," Mohadi said.
"If there are any other health institutions that do not have that facility, let them be brought to our attention so that we second our people to go and register those babies."
Of the on mobile outreach registration units, Mohadi said, "it seems as though it was only constituted for elections. I do not think that is the case.
"What has been hampering the Mobile units is financial constraints that we have, hence we have even closed down some of the Registrar General sub offices in rural areas," he said.
Zanu PF in the run up to last year's elections facilitated identity document for its members so that they could register as voters and take part in the national polls.
