Chaos in state tendering system

Government has taken on board too many projects that it has failed to sustain financially, resulting in incomplete or poorly administered projects, parliament heard yesterday.

State Procurement Board executive chairman, Charles Kuwaza told the Parliamentary Public Accounts Committee that while his board had the mandate to monitor the implementation of all projects whose tendering it would have administered, the SPB was beset by capacity issues which were hampering its efforts.

Bulawayo South legislator, Eddie Cross had asked Kuwaza why the expenditure for the construction of the Tokwe-Mukosi dam had ballooned to over $230 million when the initial tender in the late 90s was about $57m and in response, Kuwaza said his board was also concerned by the expenditure that seemed to 'go on' without conclusion.
