Information Media and Broadcasting Services minister Jonathan Moyo continues to shy away from media following an attack on him by President Robert Mugabe a fortnight ago for allegedly dividing Zanu PF.
Mugabe called Moyo a weevil and devil incarnate accusing the Zanu PF spin doctor of using the state media to attack his political foes.
Moyo on Monday toured the Savanna Tobacco plant in Harare on Monday and instead of taking questions from journalists, fielded his permanent secretary George Charamba.
Last Friday, Moyo told journalists covering a graduation ceremony at a Bulawayo college that he was not in a position to take questions.
"I noticed an unusual population of practicing journalists here and I have to tell you they didn't come here congratulate you for your graduation," Moyo told graduating students on Friday.
"They came here to try and find out first whether I was going to be here myself and yes I can confirm, I'm here and also came here to find out whether I am going to say anything about what is happening and I don't want to give them the chance to ask me what is happening by door stepping me or trying to spoil our celebration today which is really about your fantastic achievement as media students who will from today become journalists.
"And I therefore don't want anyone to ask me anything else and if you do you will have a monologue because I won't participate in the dialogue."
