Civil servants salary negotiations on cards

THE National Joint Negotiating Council (NJNC) is expected to come up with salary negotiating dates when it meets this week to choose a chairperson.
The NJNC, consisting of nine members each from the government and civil servants, meets a week after the Minister of Public Service, Labour and Social Welfare Prisca Mupfumira announced Simon Masanga's appointment as the new leader for the government team to the salary negotiations.
Apex Council chairman Richard Gundane is the civil servants' team leader.
One last hurdle remains in facilitating dialogue between the government and its workers - the appointment of the NJNC chairperson.
Gundane told Chronicle yesterday that the NJNC will meet this week, but could not give the exact day to choose its chairman and make a recommendation to the Public Service Minister who would make the appointment.
Gundane said salary negotiation dates would be decided at the NJNC meeting.
"We're expecting to have a meeting this week to choose the new NJNC chairman. It's at this meeting that we expect to come up with salary negotiations dates," he said.
Gundane said they wanted their employer to incentivise civil servants and pay them according to their qualifications.
"We want the government to fulfil the promises it made last year as soon as salary negotiations begin. Civil servants must be given non-monetary allowances such as houses. They should be paid according to their qualifications, experience and promotion," he said.
Masanga's appointment came after calls by civil servants to revive the NJNC, which has been dormant since June last year in a development they said hindered efforts to address their welfare.
Minister Mupfumira said the government was committed to improving workers' welfare.
She assured the rest of the workers yet to receive their bonuses that they will be paid.
