Road spot fines must be used for road rehabilitation

Members of the Association of Road Authorities in Southern Africa (ASARA) have been encouraged to consider the utilisation of road spot fines in road rehabilitation.
With most members of ASARA faced with limited revenue streams and huge infrastructure rehabilitation demands, countries within the region have been encouraged to consider road fines as sources of revenue for revamping road infrastructure.
Member states who attended the association's focal group meeting in Victoria Falls hailed Lesotho's road fund model where road funds are channelled towards maintenance.
Lesotho Road Fund Chief Executive Officer Engineer Nkekeletse Makara said though minimal, road fines have been used for road rehabilitation.
Calls have been made in the past for government agencies such as the Zimbabwe Republic Police to remit the revenue they are collecting to treasury in order to assist in resolving the limited fiscal challenges for ensuring greater transparency.
Most of the regional road fund authorities generate their revenue from road toll fees, motor vehicle licence fees as well as levy on fuel.
