Masvingo residents are up in arms with the city council over its unilateral introduction of a US$3 roads levy per household early this month.
Most residents, who spoke to reporters expressed outrage over the decision by council to unilaterally introduce the roads levy.
The Masvingo Urban Ratepayers Association representative, Mr Anoziva Muguti said it is the duty of the local authority to repair such roads.
Masvingo Mayor, Councillor Hubert Fidze however argues that Zinara is not releasing money to the local authority for road maintenance.
Over 250 000 households are expected to remit roads levy for the next six months, a move the council believes would resolve the issue of potholes and poor road maintenance.
