'Gweru City Council is in cohorts with Danziger to swindle residents'

This way the ratepayers are punished by paying collection fees as well as rates. This is in addition to transport expenses of travelling to town to the offices of Danziger lawyers. It seems Gweru City Council is in cohorts with the law firm to swindle the hard pressed citizens of this small town. What is the reason to force the ratepayers to pay through the lawyers when council has collection offices and workers? Are the council workers paid to direct ratepayers to Danziger lawyers?
