Kwekwe City Council 2015 budget is still to be approved due to a dispute over top management salaries including that of town clerk which they are not keen to slash.
Town Clerk, Emmanuel Musara is said to be earning $8,000 every month.
Musara is allegedly refusing to avail the council salary schedule for scrutiny. However, Local Government Minister Ignatius Chombo is said to have written to the council instructing it to cut Musara's pay by more than 50% to $3,200 including benefits.
According to NewsDay, council refused to comply hence the budget stalemate.
City Mayor, Matenda Madzoke said council would cut the town clerk's pay but the stumbling block was that Musara was not keen to avail the salary schedules.
