Harare City council in property attachment spree

Harare Residents Trust has expressed concerns over the increase in number of residents who are claiming that the Harare City Council attached their property and asking for help to reclaim them.
The Trust posted on Facebook that residents of Hatcliffe have experienced property attachments for defaulting on paying to the City of Harare for services not rendered.
"The HRT has been receiving on average three residents daily who are seeking to know how to claim back their properties," said the Trust.
"One thing that we have observed is that one in five residents bringing their cases to the HRT, have not bothered to pay anything to the City of Harare since the debt cancellation of June 2013."
The Trust said that to it, it is being irresponsible on the part of the citizen.
"The City of Harare wants residents to pay for refuse which is not being collected in most suburbs, for fixed water charges for water that is not available," said the Trust.
"The HRT urges all residents to pay at least US$10 every month to the City of Harare for property tax, charged based on the zone of a property, refuse, if collected, and for water, if available."
