The MDC-T MP for Harare West Jessie Majome has said he during Questions Without Notice session in parliament she asked the Acting President Vice President Emmerson Mnangagwa who is Leader of Government business in Parliament and doubles as Minister of Justice Hon. Mnangagwa as to why not a single independent Commission has tabled a report to the House. She said this should have been done in terms of Section 323 (1) of the Constitution which requires that each independent Commission must table its annual report to Parliament, through the relevant minister, no later than March of each and every year.

"He confirmed again, my suspicion that government is not at all aware of its constitutional obligations and is not interested in them -last time I did that with the President's failure to deliver to Parliament an Annual State of The Nation Address in terms of section 140 (4)," said Majome who was reporting back to her constituency through the Facebook post.

"I succeeded in getting him to admit government's shortcomings in commissions failing to produce reports and said Commissions are not in place not financially resourced which is actually not true. The Zimbabwe Electoral Commission, The Human Rights Commission, the Judicial Service Commission and the Prosecutor General are in place and surely don't need money send an electronic copy to the Minister who I'm sure can print even one copy each for him to table to Parliament! And I do know that some of the Commissions submitted reports to him as the responsible Minister e.g. ZEC and JSC but he didn't present them to Parliament as required. I caught hem napping again! I decided to let him go after he committed himself to rectifying this. I will not relent in my pursuit of implementation of the Constitution"

She said Hon.Phelekezela Mphoko the Vice President who doubles as the Minister of National Healing, Peace and Reconciliation gave his maiden speech in Parliament, but useless and partisan ZBC had left denying the public the opportunity to follow Parliamentary proceedings and the VP's speech, contravening section 141 of the Constitution which requires Parliament's proceedings to be accessible to the public.
