Harare Council wanted to dispense stalled matters during Mahachi's absence

Harare City Mayor Benard Manyenyeni has indicated that the council wanted to dispense several stalled programmes of the local authority during the absence of town clerk Tebndai Mahachi following his suspension as they had been stalled for long thereby crippling many of the council operations.

Manyenyeni last week suspended Mahachi indicating that there is a need for some investigations which needs to be done while he is away.

"The matters which have been stalled, delayed or deferred which I was requesting to have dispensed with in the Town Clerk's absence from the office include conclusion of the following," said Manyenyeni. "The 2015 Council Budget Approval and executive salary review, the internally driven succession roadmap with or without guidance from the Local Government Board, Publication the audited financial accounts of council for 2009 to 2011 and draft UNAUDITED accounts for 2012 to 2014, Preparation of the State of the City Statement for stakeholders, the payroll administration outsourcing project, fuel management system for council vehicle fleet, tracking and management system for the entire council fleet of vehicles and reporting on the proposed additional revenue collection platform.

Manyenyeni said other stalled programmes are disbursement of the 10% ward retention fund in particular the initial $10k per ward, programme outline for the installation of traffic lights on traffic hotspots around Harare, work-plan to deal with illegal housing settlements around the city, funding for house sales to sitting tenants valuation under way and submission of proof of age and employment file within 2 working days

"I wish to assure the Town Clerk that this is now a matter of completeness - I will urge council not to make an issue of whatever date of birth we are eventually given," he said. "I was requesting that he commits himself to the delivery of the above targets within 30 working days initially as a condition of his return to work."

He said the Town Clerk has a big team of managers at his disposal and the foregoing targets could have been achieved before and should easily be achievable.

"We expect that all the relevant submissions should be made to the responsible committee chairmen for further processing," he said.
