Harare Residents Trust has condemned the destruction of vendors stalls as unconstitutional but over excitement by officials who took positions of authority in the local authority "Demolishing houses of residents without a High Court order is unconstitutional," said the Trust.
"City spokespersons are getting overly excited about their new roles, and have not helped build bridges between the council and the citizens. At the same time, Harare City Councillors have been at the forefront of allocating residential stands to their housing cooperatives, in contravention of basic municipal by-laws."
The Trust said a lot of the councillors have allowed illegal occupations of council land, focusing more on balancing their party interests than adhering to the city regulations and by-laws.
"If the council decides to end all forms of illegality then they have to effectively end the reign of financial mismanagement at Harare Water led by their finance manager a Kusangaya, who has been making illegal payments to shelf companies established by municipal engineers who are offering plumbing and engineering jobs to mostly housing cooperatives" The Trust said any housing cooperative that tries to use any other engineer except the council's preferred engineers will be severely punished with denial of approval of stage developments.
