'Why fire civil servants who are off duty?' - analyst

Questions have arose as to why the government would [prefer to fire civil servants who were not on duty during the process of its head counting f the government workers without even bothering to find out from their superiors if they were off duty, sick of committed to other work related assignments.
Makusha Mugabe said when he was in the inclusive government, David Coltart once described Mariyawanda Nzuwa as de-facto Prime Minister with power to hire and fire any public servant and to block senior appointments by the MDC, so powerful to appoint ghost workers.
"And in 2014 Jacob Mafume wrote that in Kenya, to deal with the issue of ghost workers, they were going to have a biometric system so that they know if one is a living servant or not," said Mugabe.
"Now can you imagine Nzuwa implementing this. No. In Zimbabwe they did a head-count and now they have fired people who were not available on head-count-day, despite that they had told their bosses."
He said it is not that the ancient relic that is called Mariyawanda Nzuwa, way past retirement age, does not know about technology.
"He was educated in the US. He is doing a job for Zanu (PF) and possibly another job for himself through the ghost workers," he said.
Government ceased salaries of over 3000 civil servants who were found missing at their stations when officials conducted the head count of the civil servants.
