A Harare resident has complained that the problem they have as residents was that most of the Harare City Council water meters were not functioning hence they were using estimates to send astronomical bills to the residents.
Harare Resident Trust said Mbuya Clara Munyoro said her major problem with the council is that the water meters we have are dysfunctional and they are charging us estimate bills and they are not collecting meter readings.
"The money they charging is not clear where it comes from as i stay alone. They have to repair all dysfunctional water meters," Munyoro is said to have told the trust.
Harare City Council has started issuing payment plans for residents owing $1200 and less as a way of forcing them to pay.
