Government yesterday rallied behind the ongoing water cuts being carried out by the Harare City Council saying residents must pay for services rendered if they wanted quality services from local authorities.
Addressing journalists in Harare, Local Government minister Saviour Kasukuwere said he wants to urge residents to do is that they must meet council halfway saying they understand that water is a human right, but the responsibility is on both council and residents.
Meanwhile, A Harare resident has complained that the problem they have as residents was that most of the Harare City Council water meters were not functioning hence they were using estimates to send astronomical bills to the residents.
Harare Resident Trust said Mbuya Clara Munyoro said her major problem with the council is that the water meters we have are dysfunctional and they are charging us estimate bills and they are not collecting meter readings.
"The money they charging is not clear where it comes from as i stay alone. They have to repair all dysfunctional water meters," Munyoro is said to have told the trust.
Harare City Council has started issuing payment plans for residents owing $1200 and less as a way of forcing them to pay.
