Harare Residents Trust (HRT) has accused the Harare City Council of misleading the residents ahead of the council's budget making by creating an impression that 10% ward retention funds is being disbursed to communities.
In its post on FaceBook HRT said the Harare City Council is busy misleading residents ahead of the budget making exercise by now creating an impression that the 10 % ward retention funds is being disbursed to communities.
"This money was supposed to have been released to the residents since January 2015 but the council only managed to release the funds to Borrowdale Ward," posted HRT.
"Now that the Council has to go to the communities again to consult on the 2016 Budget, they have been buying chairs and doing all sorts of activities at local community halls and district offices, clearly attempting to buy the support of residents."
The trust said Harare residents have long been treated as outsiders in the planning and implementation of budget projects by the Harare City Council which has a bloated workforce and an unresponsive senior management.
"The HRT is fully aware of the absence of most councillors from their wards, a clear demonstration that the majority of the elected councillors lack an appreciation of their roles in council," said the Trust.
"They think they went in to make money out of the misery of residents."
