Harare Residents Trust monitors town council house developments

Harare Residents Trust has indicated that it is monitoring the developments taking place at the Harare City Council town house as it has keen interests in seeing the city develop."The HRT is closely monitoring the developments at Town House in terms of the selection of a new Town Clerk to replace Dr Tendai Mahachi, who was sent home for incompetence, mismanagement of council resources, and alleged corruption," said the Trust..
"Information that has been received is that Cainos Chimombe, the Human Resources Director, very keen to be the Town Clerk, convinced the council to create substantive positions for all the potential candidates, like the progressive Dr Prosper Chonzi (City Health), and the non-nonsense Chamber Secretary Josephine Ncube."
The trust said Chimombe, who has a track record of blundering, costing the council US$20 million in backpay to council workers who were gone for over a year to three years during the hyper-inflationary period.
"The Council then undertook an exercise to retire all directors who were 'unpopular with Dr Mahachi' and at the same time those who had reached 60 years of age were also forced out of the system," said the trust.
"Given this scenario, Josephine Ncube and Dr Chonzi are being pushed out of the way to the helm because of their track records of high competence and intolerance to corruption."
The trust said Ncube's Chamber Secretary position was enjoined to the Housing and Community Services Department and the combined department was renamed as the Corporate Services Department, with her as the Substantive Director.
"At the same time Dr Chonzi is the substantive head of the City Health Department, which makes it difficult for them to leave their positions to fight it out for the position of Town Clerk," said the trust.
"The HRT believes that the best option for the council is not to bring a tainted person to the helm of the City of Harare as Town Clerk, especially those who previously worked in council like Leslie Gwindi, who rarely reported for duty.As it is, we call upon residents and other knowledgeable people to make key proposals on the type of the Town Clerk who can lead Harare until they achieve their 2025 World City Status."
