Harare council's 42% income goes to salaries

In September 2012, the Harare Residents Trust demanded the Council state the percentage being used to pay salaries. The following response was given;
"I can only tell you what Mr Ndemera has already said that 42 percent is going to salaries, but on that we are making efforts to reduce it to 30 percent. But if you want to see his pay (town clerk) he should give it to you," said Josephine Ncube the chamber secretary.
Harare Residents Trust said last night on Star FM on the Hub radio program Mr Stanley Ndemera, the Council Management Accountant disclosed that this year they collected $122 million of that money $68 million went to salaries.
"Ndemera pointed out that council was making efforts to reduce it to 30 percent from the current 55 percent," said the Trust.
"It is evident there is no commitment to reduce salaries to the 30:70 ratio stipulated by government. Council is increasingly becoming blind to the needs and priorities of residents and seeing it fit to allocate a mere 45 percent towards service delivery."
