Boss 'targets interns for sex abuse'

Gweru City Council has suspended its personnel and training manager, Rodgers Chanda, for among other allegations sexually abusing students on work related learning as well as junior councillors.
The local authority has also suspended its assistant director of Engineering Services, Town Planning and Development control, Engineer Ivene Muzondo over allegations of embezzling and misappropriating funds after he failed to remit money paid to him for a church stand.
Sources at the Gweru Civic Centre alleged that Chanda demanded sexual favours from students who applied for attachment and junior councillors. Gweru Town Clerk Daniel Matawu said Chanda was suspended over, among other allegations, sexual harassment of female students while Eng Muzondo was suspended over misappropriation of funds.
He, however, could not shed more light on the matter, saying Chanda's case was now being handled by the police. "I can confirm that the two have been suspended pending a hearing. Chanda was suspended over allegations of sexually abusing interns. The matter is now a police case so I can't say more," he said.
The Chronicle is in possession of a copy of the pair's letter of suspension. The letter states that Chanda was suspended over allegations of signing a certificate of settlement in the matter between City of Gweru and the workers' committee without consulting the employers. He was also absent from work for more than five working days "without leave or reasonable cause".
The letter also states that Chanda wilfully disobeyed an instruction from his immediate supervisor, the Acting Chamber Secretary, to do a handover/takeover of administrative functions. He was also charged for demanding sexual favours from students who applied for attachment at the council. The copy of the document leaked to The Chronicle states that the two were suspended in terms of Section 141 (4) of the Urban Councils Act Chapter 29:15.
"Mr Ivene Muzondo, the assistant director of Engineering Services, Town Planning and Development Control and Mr Rodgers Chanda, the personnel and training manager, have been suspended by their respective heads of department in terms of Section 141 (4) of the Urban Councils Act Chapter 29:15.
Muzondo received a sum of $1,256.20 from a new church in Gweru for lodging fees in respect of stands 483 and 484 Gweru Township and failed to remit the money to council," read part of the letter.
