City Council fails to learn from budget consultation - Harare Residents Trust

Harare Residents Trust has accused Harare City Council for failing to learn what the residents want beside conducting budget consultations every year where people air their views on how the council must be run.
"Drawing lessons from the way City of Harare is conducting its pre-budget consultative meetings every year, it can be concluded that the Harare City Council has not learnt much from the feedback received from stakeholders over the years," said the trust.
"Publicity of the meetings to residents still remains a problem as council is failing to effectively mobilise citizens to attend their meetings."
The Trust said communication on the conduct of the pre-budget meetings remains problematic and council officials are apparently not fully inducted on the manner and format of information presentation to the public.
"The HRT will continue to monitor the pre-budget meetings, and will table its findings, observations and analysis to stakeholders to ensure that the socio- economic rights of citizens are progressively realised," said the trust.
