BCC records progress in projects implementations

Bulawayo City Council has indicated that it has recorded progress in its water and sewer services projects being conducted through a $37,07 million grant from the African Development Bank.

The Director of Engineering Services Simela Dube submittedthe attached report relating to the matter.

The Acting Town Clerk, Sikhangezile Zhou then explained the background of the project highlighting that Council had been working with the African Development Bank (AFDB) to develop a four (4)year US$37.07 million water and sanitation proposal since February 2015. The proposal was presented to the Ministry of Finance on the 10th of September 2015 in Harare.

Latest council minutes states that the final decision of the bank Board would be known in December 2015.

"The objective of the project was to improve Municipal water supply and sewage services. The Project was estimated to cost US$37.07 million," reads the minutes.

"If approved the project would be implemented over a period of four years between January 2016 and December 2019 using existing structures. The Government and the Council of Bulawayo would contribute 10% the project value in cash or kind. He further advised that a Project Implementation Team (PIT) within City of Bulawayo would be in charge of the Project Implementation till completion."

The minutes states that discussion then ensued and in response to a question the Acting Town Clerk explained that the 10% contribution by City of Bulawayo/Government was required over the period of implementation (4 years)and other costs would be borne by the AFD Bank.

The council resolved that the recommendation of the Director of Engineering Services be adopted that council affirms its 10% contribution to the project should the Board, approve the project and budget accordingly, council takes appropriate action to procure the services of a Project, technical Expert and a Project Procurement expect and an Engineering, consultancy Firm as guided by the bank and confirmation of the appointments to be subject to Board approval of the project.
