Despite the joyful atmosphere at the Zimbabwe International Carnival many festival goers are critical about the money that the country has spent on the carnival.
One festival goer says the money could have been spent as the country has been facing financial difficulties for the past five years.
"I think this is a waste of the tax payers money, people are starving and facing drought," says the festival goer.
Chief Executive Officer of the Zimbabwe Tourism Authority, Karikoga Kaseke says the tough economic times are the reason why the carnival is important.
The carnival that is being held in Harare is set to achieve high "Gross National Happiness" for the Zimbabwean people by 2020.
It attracted dancers from Brazil and other entertainers from other parts of Africa.
