Harare council must stick to 30:70% ratio in 2016 budget

Harare Residents Trust's spokesperson Esther Chimanikire has called for transparency to prevail in the City of Harare.
She indicated that the Council has to abide by the 30:70 percent ratio and has to give updates to its stakeholders on progress made to realise this directive.
"The total revenue raised in 2015 should be the basis for the calculation of the 2016 budget. The total income raised is the actual potential to be raised. The City of Harare should calculate the 30 percent of the actual amounts raised in the year, which is around US$170 million," she said.
"This means that US$51 only should be set aside for salaries and allowances. But they have devised a clever way of deceiving the Central Government and the residents of Harare."
She said however, we have observed that the City of Harare has based their calculations of the salaries and allowances on the estimated figure of US$344 million, which means the 30 percent will ensure that the workers receive US$103, 2 million.
"The reality of the situation is that from the actual revenues being raised in the City of Harare, only US$66, 8 million will go towards servicing other parts of the council, meaning very little if any is directed towards service delivery," she said.
