Harare council entices ratepayers

Harare City Council which struggling to recover over $405 million by business, residents and government is offering a 30 % discount to fully paid rates by December 31.
The cash-strapped local authority has instituted tough measures, including auctioning defaulters' properties to recover the debts.
It said in a notice today, "City of Harare is awarding a 30 percent discount to ratepayers who would have fully paid their rates and water bills for 2015.
"The 30 percent will be created to their accounts. To qualify for the discount ratepayers should have zero balances on 31st December, 2015.
"All ratepayers are therefore urged to settle their bills in full and take advantage of this offer which is valid to 31st December, 2015".
