Mugabe's government needs top be removed not shadowed- ZimFirst leader

The ZimFIrst Leader Maxwell Shumba has said the Zanu PF government of President Robert Mugabe does not need to be shadowed but needs to be removed as it has run down the country.
He said when any party developed the shadow cabinet concept it was not meant to shadow Zanu PF government ministry by ministry.
"Doing so would have sent a wrong message that we don't understand fundamentally what's wrong with Mugabe and his government," he said. "That government does not need to be shadowed but simply needs to be replaced in total by a structurally sound government. That's where ZimFirst comes in.
As a result we developed the shadow cabinet concept because we understand that formation of a government is a process not an event which happens on the night immediately after winning elections."
He said in developing the concept, there must be objectively looked at the current government's flaws and sought to do a qualitative political CAPA process (CAPA:Corrective ACTION and PREVENTIVE ACTION).
"The failed governance in Zimbabwe fundamentally is not from the existence of wayward Ministers (or non performing ministers or ministries. Well, if they are not performing well what do you do as the respective shadow minister? What is the shadow Minister of Agriculture or Finance going to do after a quarter of shadowing these two already failed ministries? The answer is NOTHING.)," he said.
"Our problems which necessitated the political CAPA process are identified critically as follows: Bloated government (over 22 mostly useless ministries), Lack of accountability at the top of the government, Political appointments as rewards for loyalty. (Wrong personnel assigned as ministers or rather unqualified people heading Ministries).The ZimFirst Shadow cabinet is not a shadow to zanu of cabinet.No it's not iZimFirst has absolutely no interest in pursuing that route because doing so is simply giving authentication to a structurally flawed at best idiotic Mugabe government structure."
He said key points to highlight to our process of developing the next government are: a lean results oriented oriented government (Only 14 Ministries to deliver an economic boom), the term Minister goes away and replaced by Cabinet, secretary to allow the appointment only technical experts to head the ministries, no Permanent Secretaries (Department Directors will head departments under respective ministry).
"To fellow leaders in opposition may I sincerely point out that it's not a crime to ask for advice from fellow opposition. It's never a crime to ask. Do not just grab intellectual property and make it yours or come to this wall to fish for ideas to implement in your respective political parties. We are open to share ideas but we cringe when you terribly try to implement ideas Without understanding the underlying though process you will end up crappy stuff," he said.
"We plan well and we will win it on the back of our collective brains. When the time us opportune, we will unveil our government in waiting which is being built to replace Mugabe's failed one."
