SPB admits failure to follow due process in awarding tender

The State Procurement Board (SPB) has admitted failure to follow due process in awarding tender for the 120 megawatt Mutare Power Peaking Plant.

The failure by the SPB to follow due process in awarding power tenders for the power peaking plant which was awarded to Helcraw Electrical despite the Zimbabwe Power Company having recommended Pito Investments.

Giving oral evidence before the Parliamentary Portfolio Committee on Mines and Energy chaired by Dr Daniel Shumba legislator for Masvingo Urban, SPB chairman Mr Buzwani Mothobi says his organisation failed to follow due process in awarding the tender.

"Honourable chairman, we erred at the Mutare Peaking Plant, hope next time we will follow due process considering that we are a new board," said Mothobi.

Zimbabwe Electricity Transmission and Distribution Company officials appeared before the same committee earlier where questions were raised over the failure to fulfil the tender process with Pito Investments while also unilaterally awarding electricity prepaid aggregator to Powertel without going to tender.

Power tenders have come under the spotlight with the Parliamentary Portfolio Committee on Mines and Energy raising questions on almost all the tenders that the SPB entered into.
