Chief Charumbira lands top PAP post

Zimbabwe Chiefs' Council president Chief Fortune Charumbira has landed a top post at the Pan-African Parliament (PAP) after he was elected to chair the continental body's Committee on Governance, Financial and Performance Audit (CAPA) over the next three years.

Chief Charumbira was elected unopposed last week at the PAP seat in Midrand, South Africa. He landed the CAPA chair after his sole challenger, Hon Bissiri Sirima of Burkina Faso, withdrew from the race. Chief Charumbira will be deputised by Hon Tahir Ahamat of Chad.

Speaking from Midrand on Wednesday, Chief Charumbira said CAPA's mandate included consideration of the audit reports from the Pan-African Parliament.

The reports are produced by the auditors of PAP and those of the African Union Commission, the board of External Auditors of the AU and the development partners.

Chief Charumbira said his committee would advance the evolution of PAP.

"We will conduct training programmes with committees responsible for financial auditing of their respective parliaments in all the member States of the AU to improve issues to do with financial management and procurement, among other things,'' he said

Before landing the CAPA top post, Chief Charumbira chaired the Committee on Administrative and Financial Evaluation (CAFE), an adhoc body that had a limited mandate.

"CAFE underwent a transformation process to become CAPA, which is now a permanent committee of the Pan African Parliament with expanded mandate to oversee issues of governance in the African Union organs, including financial and performance matters together with administrative systems,'' said Chief Charumbira.
