Jonathan Moyo want protesters to pay security deposits, gets backing from Tito Mboweni

Zanu-PF chief propagandist Jonathan Moyo has suggested that organisers of demonstrations should pay security deposits before granted permission.
The country has been rocked by countless sporadic streets protests which police have used excessive force to break.
Thousands dollars worth of property has been destroyed in the process.
Moyo, took to twitter to make the suggestion: "Since constitution requires demos to be peaceful & respect rights of others, their organisers must deposit surety!".
The government has banned all demonstrations in the Harare central business district until September 16, as it moves in to quell unrest that has been simmering in the country, mostly in Harare for months.
Prof Moyo got backing from an unfamiliar face, Tito Mboweni, who at some point had twar with the Prof.
