Neighbourhood Watch member charged with murder

A Victoria Falls Neighbourhood Watch Committee member, Clement Mumpande (35) has been arrested after the death of a man he had arrested and handed over to the police alive.
Mumpande has been charged with murder.
The officer commanding Victoria Falls Police District, Chief Superintendent Jairos Chiona said: "We are investigating a suspected murder case involving a member of the Neighbourhood Watch Committee. He is in police custody."
He could not shed more light, saying investigations were still underway.
The man was said to be arrested in BH 26 village under Chief Mvuthu by Mumpande on Tuesday at about 7am.
"After arresting the man for failing to produce a national identity document, Mumpande cuffed him intending to take him to Victoria Falls Police Station for verification process since the person was not known by villagers in the area and had been seen moving around with suspicion," said the source.
The source said about 200metres from the bus stop along the Victoria Falls- Bulawayo highway, the man attempted to run away from Mumpande.
The sources said a scuffle could have happened as there were indications at the scene that the man was dragged for 200metres to the bus stop because he could no longer walk.
"At the bus stop, Mumpande who was dressed in a police uniform managed to find transport to Victoria Falls and went to a police post in Chinotimba where he was referred to Victoria Falls Police Station," said the source.
The sources said soon after entering the charge office, the man collapsed and an ambulance was summoned but it was too late because he had already died by the time it arrived.
"Mupande was them arrested for suspected murder of the accused," said the source.
The body would be taken to Bulawayo for a post- mortem.
