Ambassador Wharton was in the the Matabeleland North district on a food distribution programme in Ntabazinduna.
Some of the placards were inscribed "Obama's sanctions must go".
The mob was marshaled by Matabeleland North Zanu-PF provincial member, Robert Tshuma.
Ambassador Wharton told the media that his main concern was delivering humanitarian aid but acknowledged the protests.
"One is the appreciation the food assistance where non governmental organisations and villagers worked together, the second one is of freedom of expression by the Zanu-PF members who were entitled to show their opinions," Ambassador Wharton said.
Umguza Council Chairperson, Mary Shelton, said the group was not harmful to anyone as they were quiet
"I understand they were saying sanctions should go but they were peaceful," she said.
