Gwanda town clerk Gilbert Mlilo who retires at the end of May is the second highest paid administrator among local authorities in Zimbabwe, this is according to finance minister Patrick Chinamasa.
A breakdown of the salaries and benefits for the CEOs and Town Clerks of all local authorities released by the Chairman of the Cabinet Committee on State Enterprises and Parastatals Development, Patrick Chinamasa last night, indicated that Mlilo is ranked second in the top 10 of the highest paid local Government employees in the country.

The Town Clerk of Gwanda Gilbert Mlilo - who retires in June - takes home a whopping $20,588 a month in salaries and benefits and is only surpassed by the Town Clerk of Harare Tendai Mahachi whose total monthly package is $23,313.
Mlilo beats his counterparts in Bulawayo and Chitungwiza despite Gwanda being a small town.
Mlilo's basic pay is $6 766,37, but his take home is bumped up by numerous allowances, which include responsibility ($2 706,55) professional ($2 368,23), retention ($2 368,23), telephone ($1 014,96), cellphone allowance ($1 014,96) and housing and car benefits of $278,58 among other allowances.
This is despite the fact that service delivery continues to collapse in the mining town.
The town is faced with persistent water cuts while garbage remains uncollected.
