Council workers receive salaries in envelopes

The municipality of Gwanda has once again hogged the limelight for the wrong reasons after it began paying workers salaries over the counter to evade a garnish order by ZIMRA at a local bank.
The cash strapped council reportedly owes the revenue authority almost $1 million.
A worker at the municipality who spoke on condition of anonymity said he was surprised to receive her salary over the counter.
"We were surprised to be called into the treasury department were queued and we were handed our salaries and made to sign for the cash," said the worker.
The scandal-ridden municipality has reportedly stopped depositing cash into the banks as Zimra is monitoring it's accounts seizing all funds that are being deposited.
The money collected by Zimra is used to pay civil servants salaries.
