Picture of Gwanda Town Mayor Councillor Knowledge Ndlovu recording a video of a shop burning has infuriated residents on social media.
People find it very irresponsible that the mayor was recording the video while the council fir brigade was failing to put out the fire.
Residents have called upon the government to suspend the council from offering emergency response services, saying the local authority was clearly failing live up to expectations.
The Gwanda Residents Association says the town council has recorded a low success rate in attendance to emergencies in the Matebeleland South capital, especially fire incidents.
Property worth millions of dollars has been destroyed after a fire razed down Gwanda's Power Sales branch.
The fire started just after workers closed for business at 5pm.
Reports say the municipality of Gwanda engineering department responded late to a fire call despite being located opposite the burning building.
