Underfire Zanu PF Gwanda mayor Knowledge Ndlovu has apologised to residents for the fire that razed down the iconic Power Sales shop.
Ndlovu said it was an ‘unfortunate incident' that could scare away investors.
He said the fire brigade should not be blamed for failing to control the blaze.
Council fire-fighters struggled to contain the fire as they run out of water.
A newly acquired fire tender broke down.
"Everyone is very, very sorry , we are speaking about attracting investors and we should protect their interests" said Ndlovu in a press briefing attended by Ghana's Suham town mayor- Samuel Fleischer-Kwabi.
"The fire had gone out of control and what they had to do was to protect the surrounding buildings. We tried out best, it would be unfortunate to hold the municipality of Gwanda responsible" he said.
However, during the inferno, Ndlovu was pictured recording the whole fire blaze on his mobile phone.
Picture of Ndlovu recording a video of a shop burning has infuriated residents on social media.
People find it very irresponsible that the mayor was recording the video while the council fir brigade was failing to put out the fire.
Residents have called upon the government to suspend the council from offering emergency response services, saying the local authority was clearly failing live up to expectations.
