President Robert Mugabe has been described as the top corrupt person in government and is not in a position to curb it, former prime minister Morgan Tsvangirai has said.
Tsvangirai told party members in Bulawayo today that Mugabe's office is the real chief promoter of corruption.
"The sheer incompetence, the ghost of corruption and the lack of a credible and clear plan to take the country out of this morass are there for all to see" he said.
"The crisis is firmly located in the highest office in the land. It was ironic when we heard that the Office of the President was now responsible for the fight against corruption".
He added "Surely a mosquito cannot cure malaria. A fish rots from the head. It all starts and ends with leadership".
Tsvangirai said the scourge of corruption is one of the many challenges facing this nation and Mugabe's office is not only incapable of dealing with this cancer but is the direct cause of it.
Recently, the anti-corruption commission unit was placed under Mugabe's office.
That raised speculation that Mugabe who often pledge zero-corruption tolerance was not serious in dealing with graft.
