Binga councillor accuses CEO of being too incompetent

Binga Kabuba ward 17 councillor Themba Munkombwe has accused the local Authority's Chief Executive Officer Joshau Muzamba of being too incompetent to run the institution as he was reportedly fired from his previous employment somewhere.
In a letter dated April 21 2016 to the Matabeleland North Provincial Administrator Lathiso Dlamini, Munkombwe said his primary concern was over the operations of the local authority under Muzamba.
"It has just been unfortunate to employ Muzamba as substantive CEO because council employed someone dismissed from previous employment for serious misconduct acts and bad reputation that has become detrimental and compromised the integrity of Binga RDC," Munkombwe said.
"The council has ghost worker such as Sylivia Chuma who is paid via lawyers due to her private employment contract with Muzamba. The CEO is recruiting staff without procedures. Muzamba has come to loot within Binga RDC instead of bringing development. Muzamba is threatening and intimidating Binga councilors that he has powers to do whatever he wants in the pretext that he is a central committee member of Zanu PF."
Munkombwe said according to RDC Act section 157 (1) the President may in the interest of his inhabitants of a council area may suspend any councilor from exercising ay of his functions.
He said Muzamba was compromising the operations of the council hence he must be chucked out of the local authority.
Dlamini is yet to respond to Munkombwe's letter.
