Can public officers in Zimbabwe serve in govt and personal business?

Zimbabwe is a constitutional democratic nation ,which in section 67 of the Constitution allows anyone above the age of 18years to actively participate in national politics and further explain in section 59 stipulates that no one must be discriminated and fairness in all national affairs is supreme. What can the businessman/woman who are interested in serving in "Public Offices" do?
The public offices are positions that involve significant responsibility and discretion under the law. Public offices involves public service of "a very responsible character." A position that involves the wielding of significant legal control over people's lives is generally a public office. One who holds a public office is a public official or a public officer.
We need a policy which outlines that you can't be in public office and continue running your own business.Public service officials shouldn't do or partake in corporate business. If one is running his personal business once they explore public office they should relinquish their private business and concentrate on public service or vice versa, if one decides to pursue private business they relinquish public office.. Which are the public offices, this includes the lower house of assembly,upper house of assembly, representatives of local government authorities, permanent secretaries, Cabinet Ministers, Principal directors, President, judges etc.
First we need our public officers to be well remunerated and good standards of living . Every man and woman before taking oath of public office, they should declare their wealth .The main stumbling block here in our country majority are using politics as a way of making a living instead of creating a way of living to people.We have witnessed a lot of looting by public officers. We need to create measures to curb corruption from public offices.If we want to realise development the public officers will have to lead by example .We want total zero tolerance to red tape atmosphere when public officers pen down deals with foreigners having in mind the people not to self enriching .
We need a separation of lines between State offices and business.In our country the public officers are the ones with major stakes in transport, shops, farming, mining and energy industry and are under great temptation to use their power to award each other licences and tenders.It has created a room for conflict of interest.All is needed is a holistic approach to understand the lines between state Affairs and personal business.
