President Mugabe's IRBM plans will NOT deliver any economic recovery; this is an excuse for not taking the tough political decisions demanded of him.
We in the Zimbabwe Social Democrats would like to express our great disappointment at President Mugabe recent announcement that the national economy is recovering. This is not true because none of the conditions necessary for the recovery have not been met. The announcement is meant to mislead the nation and no address the economic melt- down with the urgency and seriousness the matter now demands.
"Integrated Result Based Management (IRBM) is a strategic management tool aimed at effectively eradicating mal-performance. It focuses on enhancing commitment and duty consciousness in all government work forces," the President said.
"The implementation of IRBM should effectively bring about the desired success of our
economic turnaround."
There will be no economic turnaround for two basic reasons:
1) These IRBM plans are to "eradicate mal-performance" and so they are dependent on the ZimAsset to kick start the economy and government has failed to raise even a dollar after a year of begging.
2) Zimbabwe's economic meltdown goes deeper just "mal-performance"; there is gross mismanagement, rampant corruption and the fact that both local and out- siders have lost confidence in the current government to uphold the rule of law and to repay loans. These IRBM plans are not addressing any of these key issues.
Conclusion
Zanu PF spokesman, Rugare Gumbo announced two weeks ago that the party was ready to hold talks with other national players to map the way forward and end the economic meltdown. We applauded this as a good move. We view this announcement by President Mugabe as a sign that the party is reneging on the talks with a view of coming up with a way forward alone.
The fact that the country cannot supply clean running water in all the cities and towns means the nation is sitting on a ticking health time-bomb. The economic meltdown is causing serious human suffering and the situation cannot go on like this; this is a ticking social time bomb. This nation must address the economic meltdown as a matter of ur- gency or these bombs will explode in our faces.
The country needs a legitimate government with the people's electoral mandate and support and confidence of the international community to turn the economy around. To address the economic problem we must first solve the political problem; we must free, fair and credible elections. There is no other way out!
It is clear that President Mugabe and Zanu PF are determined to drag this nation through the deepest recesses of hell just as long they hang on to power. It is therefore incum-
bent on the people of Zimbabwe to make sure something is done to achieve a real eco- nomic turnaround before it is too late.
All President Mugabe and Zanu PF care about is to hang on to power at all cost. This is the grim political reality the nation is facing now!
President Mugabe and his Zanu PF friends must know that if the nation should be dragged into the abyss; they will be the ones to answer for it!
