We should charge Mawere with treason, Cdes

Dear Cabinet and Politburo members,

COMRADES, while what Cde George said recently about me sleeping soundly like a baby because there are no serious problems in the party to warrant us to lose sleep is true, there are two small matters that have been disturbing my otherwise good sleep … the fast falling water levels at our iconic Lake Kariba, that I fully addressed you on last week, and the inordinate delay by Cde Dangote to consummate the mega deals that he announced when he visited us in August this year.

I had expected that by now, the press would be carrying bumper job advertisement supplements in which the Dangote Group would be begging for applications to fill several tens (if not hundreds) of thousands of new jobs arising from their well-thought decision to shame the devil by investing in our conducive country.

To my disappointment, this has not been the case, as Cde Dangote appears to be taking his sweet time to follow up on the promises he made.

From the moment the mega deals were announced, I had this feeling that our sworn detractors, the British and their ugly American cousins, would try all their evil schemes to scuttle the deals, just as they are now doing on Kariba in their efforts to make sure that we do not realise the full benefits of one of the several deals we concluded with our Chinese friends on power generation through the Kariba South hydro power expansion project.

Because I have been so busy over the past weeks, I never got time to read an open letter that one sell-out called Mawere wrote to Cde Dangote trying to discourage him from investing in Zimbabwe.

When I finally got time to read the letter at the weekend, I can tell you Cdes that I was horrified! I could not believe that a person who claims to be a Zimbabwean to the extent of fighting so fiercely for a small matter like a mere passport, could have such a rich fund of ill-will towards his own country.

Reads part of the treasonous letter mischievously titled "Rule of Law Versus Rule of Big Men": "As the richest man in Africa, you carry an enormous responsibility to assist in shaping the character and personality of not only Nigeria, your country of birth, but also the other African states, including Zimbabwe, whose State actors believe that they can manufacture laws as they please and, more importantly, that prosperity can be best won by personalising the State.

"I have no doubt that the inclusion of a lawyer in your company's due diligence team confirms that legal issues are important in your company's decision-making processes. The rule of law principle is critical in advancing human interests. The principle provides that law should govern a nation and refers primarily to the influence and authority of law within society, particularly in limiting the predatory nature of man. The rule of law implies that every citizen is subject to the law, including the Big Men. Zimbabwe is a democracy, yet there are worrying trends including the fact that the processing of your company's investment intentions suggests that the Big Men of Zimbabwe exercise absolute authority and are not bound by laws that have general application."

This is treasonous! That I can assure you Cdes! As a lawyer, I do not need anyone to tell me what is a treasonous offence by a citizen of a country and what is not. There can be no worse case of high treason than this.

I am happy that the new Constitution retained capital punishment for cases like this. This Mawere fellow better pray hard that Cde Dangote does not backtrack on these mega deals that he entered with us, otherwise he will regret the day he was born! In the unlikely event that these deals suffer a stillbirth, it would be difficult to tell what role the opposition and their western handlers would have played, but this would not be the case with Mawere. We will show him in a practical way that there is rule of law in Zimbabwe.

I suggest Cde Johannes, together with other legal panjandrums, start preparing a watertight case of high treason against him, whether or not Cde Dangote makes good on his promises. This type of behaviour should never go unpunished! I am sorry Cde ED that this wayward chap happens to be your former errand boy. Being a lawyer yourself, I am sure you know that a law is a law.

Where are those detractors who have been trying to make silly jokes about our Zimbabwe Agenda for Sustainable Socio-Economic Transformation (Zim-Asset) blueprint claiming that it would fail dismally to deliver on its 2,2 million job threat? Where are they? They have to read this report that appeared in a local daily: War Veterans Deputy Minister and Makokoba MP (Cde) Tshinga Dube has proposed installation of chiefs in cities to help police in handling crime and settling domestic disputes.

(Cde) Dube told members of his constituency last (but one) Saturday that chiefs would bring dignity to communities and enforce cultural practices and values.

"I am a strong advocate for traditional chiefs to be installed in cities. It's an effective system," he said.

"There should be chiefs in Makokoba, Njube, Nguboyenja and other areas to deal with same issues as those in rural areas.

"Those chiefs will deal with family problems and I don't see the reason for someone to report to the police that his or her daughter has been impregnated. Those are issues for the chiefs and they won't interfere with the law.

"The same chiefs would also deal with people facing starvation."

Dr CZ regrets that for years, Cde Dube's coruscating leadership skills were wasted on such colonial outfits like the Zimbabwe Defence Industries when the country needed them most.

What this latest development means is that another opportunity is beckoning for quintessential patriots like Dr CZ. Can anyone out there show good cause why Dr CZ should not be the inaugural Chief Mzilikazi, hailing as he proudly does from the ‘O' Section of Mzilikazi suburb, itself one of Bulawayo's oldest? There is no scintilla of doubt that Dr CZ's fans - who during the last census were slightly more than the country's entire population as these include foreigners as well - can't wait for the day Yours Truly would be inaugurated as Chief Mzilikazi. (Let nobody deliberately try to confuse this with King Mzilikazi!). With chiefs in each and every urban constituency, the number of chiefs in the country would certainly more than double. That would mean a bigger and louder voice when Zimbabweans communicate with their ancestors. That would also mean more rains this year and years to come as well as less mischief since all those totemless opposition members and supporters that have been wantonly wreaking havoc in the urban areas will be dealt with in a salutary way! Usually these urchins are discharged in the western courts, but with chiefs in urban areas now, they would still be tried and punished - including being banished - which means they have nowhere to hide.

The noble idea by Cde Dube - a landmine and grenade-maker turned  lawmaker - is in line with Zim-Asset in that it creates life employment for many people. Suppose there are 500 new urban chiefs installed, and each chief employs say 20 headmen and 50 aides, that would result in the creation of not less than 35 000 jobs at the stroke of a pen. These headmen and possibly village and ward heads will also employ people to assist them in efficiently discharging their duties, resulting in even more jobs for the people. At this rate, we should instead start fearing that Zim-Asset may overrun its job creation target resulting in us begging foreigners to come and take up extra jobs in Zimbabwe!

Meanwhile, Dr CZ (soon to be Chief Mzilikazi!) will spend the weekend studying the relevant Act to have a good idea of what featherbeddings an important "traditional" chief like him is entitled to under the country's Constitution. At least two cars and a palace are guaranteed. Dr CZ does not regret his decision to join those sell-outs who make the Zimbabwean Diaspora!

Generous!
When Women's Affairs Minister, Cde Nyasha Chikwinya, invited rapists to help themselves on women at her ministry, we thought her act of generosity had been stretched to the limit. But we were all dangerously wrong. Her generosity is not cast in wrought iron, but Indian rubber, we were to learn days later, when she went on to distribute aphrodisiac pills to women in Gokwe. Top on the good minister's agenda is bedroom reforms… she naturally wants all women in Zimbabwe to have an insatiable appetite for sex! What more can one ask for? If only a tithe of the women in Zimbabwe could be half as generous as Cde Chikwinya, we can assure you there would be no rapists in this country.

Dr CZ read it somewhere in a book by the late Edgar Tekere how Cde Chikwinya caused a bloodletting fight between some nationalists during the liberation war days in Maputo. After she had dutifully carried herself from the patriotic tasks she was performing towards the overall war effort, she eloped to a certain comrade's home. This comrade, most likely fearing the unforgiving wrath of his wife, could only assist her with fully diagrammed directions to another comrade's home, who sent her back… and the ping-pong went on until the two men had to settle the matter through blows. Dear reader, please do not ask more questions on this one because when the incident happened, the dutiful Dr CZ had been sent on a specialised training programme in Romania.

Anyway, some things are beginning to get clearer and clearer by the day. We now understand why in 2001, officials in Libya had to put Cde Chikwinya in a freezing cold room in Tripoli… the poorly equipped chaps had found her too hot to handle!

Possibly another valid reason for Dr CZ to hang around the hereabouts!
