'R20 to bribe Beitbridge immigration officials'

I went to Messina on Sunday evening by Mzansi bus service.On arriving on the South African side the Mzansi bus oficials started collected 20 rands from each passenger.
Since it was my first time to use bus to and from Messina I querried what the 20 rands were for from other passengers.
To my surprise I was told the 20 rand was bribe money to Beitbridge immigration officials so that the bus will be easily cleared on return. Is this not corruption.
