BCC, should we hold a demonstration for our plans to be processed?

Good day please kindly enquire on our behalf from BCC since they do not want to respond to us why it is taking over six months for engineers to process plans that they rejected with minor comments?
Do they want to bottle neck the situation and create pressure so as to get kick backs? should we hold a demonstration for our plans to be processed?
