What will stop ZESA from concocting another dubious reason to fleece us?

Re ZESA
I thought with the introduction of pre paid meters the guess estimations and scheming from the sole supplier would end. Alas, I was wrong. My neighbours and I have been charged 40 percent of whatever amount one has paid for the December electricity. The question is, why the uniform 40 percent for something as dubious as a remnant payment from August 2014?
For some of us we wanted to start on a clean slate so we cleared all arrears before using the pre paid meters. Now the shocking bill from sixteen months ago suddenly surfaces and one wonders why we as the clients were not made aware in this long period of time. I smell a rat.
And when one tries to get the explanation for this scum, one is baffled by technicalities and the credit control persons conveniently absent from their offices.
What will stop them from concocting another dubious reason to fleece us? Should we expect another outstanding bill from August 2012 or 2013?
ZESA your milk cow is also dying. Please let us be. Small wonder why Kariba dam is drying out now!
