What really happened to the supposed construction of the Bulawayo mall?

Dear editor,
What really happened to the supposed construction of the Bulawayo mall, for once I thought it was a fourth major construction in 36 years in our City after Bulawayo center, Mhlahlandlela and Zimdef.
Is it that Harare must be the only one receiving thos kind of projects. The gvt gave the BCC the go ahead to source investment in that project, since the gvt had no money to do the project. On my own view I think the Zanu-PF gvt thought that Bulawayo does not have the power to pull investors its self.
The project was approved in 1998 before the approval of the CID headquarters in Harare which is almost complete and cost a lot more than the byo mall. Will we allow so much hate to hinder development of our country. As a country we really need such investment.
Can you please Mr editor help us with the updates on the Byo Mall
